In spite of the obvious failure of the neo-liberal model, which is the origin and the immediate cause of this crisis, this Summit proposed measures and forms of economic cooperation based on this model, with solutions that support large companies, banking and corporations wanting people to pay the cost of the crisis. This is evident in the case of Greece, where the EU and the IMF propose measures that have already failed around the world.
The European Left party and the Forum of Sao Paulo emphasize the need of a radical change and an alternative to bankruptcy of neoliberal and global capitalism.
We need a real change of the system with solutions based, not in the benefit of business, but in the achievement of full employment, the conservation of the environment, welfare, the right to health and education, public and social strategic resources, the elimination of tax havens and financial transactions and the taxation of speculative capital on behalf of social justice and the fight against the increasing social inequalities that this model produces.
Gathered in Madrid, representatives of the Forum of Sao Paulo and a EL delegation attending the people’s Summit Enlazando Alternativas Madrid 2010 (Networking alternatives) reaffirm the willingness to collaborate and cooperate in solidarity and agreed:
1. We express our support to the LA process contributions for a new image of democracy: representative, participative and communal, recognizing the rights and the integration of people and an effective social and civilian control over the national and subnational authorities.
2. Commit ourselves with an idea of the right to LA people’s development which would allow a true, comprehensive, representative and participative democracy as well as an economy at the service of the people, fair and just, with sovereignty and full exploitation of their natural resources and potentials, in a society with individual and social rights, that combines Europe and the globalised world in conditions of equality and mutual benefit.
3. Warn against agreements and bilateral trade treaties that the EU seeks to impose on LA countries, especially those who are now being addressed to Central America, which do not respect the Latin American integration processes and reject the imposition of conditions on transnational corporations and their patents as well as ensuring control over natural resources and the greed of the oligopolies.
4. To express a strong anti colonialist position and in favor of the self-determination of Latin American people still under colonialism, especially in the Caribbean. We also feel sorry for the people of Haiti and Chile, victims of terrible earthquakes with devastating consequences for the population.
5. As we did in Mexico, on last August, we reject the process of militarization in Latin America, and especially, the Colombia and Mérida Plans, comprising the two parts of U.S. imperialism that intended to ensure its weakened and unpopular hegemony in a Latin America that is changing and defends its sovereignty and their people’s rights in an increasing number of countries, extending the military hegemony to other countries. We condemn the attitude of the US military on the catastrophe of Haiti.
6. To repudiate the criminalization of social struggles and of the forces of left and progressive opposition in various countries of LA, as Colombia, Peru and Mexico, closely linked to the interests of the American Empire and its members against the LA change. We denounce and condemn the systematic violation of human rights and the physical persecution and murder of peasant, trade unionists, indigenous, political and social leaders in Colombia.
7. To reject the coup of State and the fraudulent elections that have been imposed to Lobo and to denounce the attacks that the Government of President Lugo is having in Paraguay.
8. To develop coordinated political action to demand the end of the blockade of Cuba and freedom of the 5.
9. To coordinate research efforts and alternative proposals between foundations and research centers linked to the FSP forces and to Transform network! with EL promoting invitations and seminars on a reciprocal basis. To cooperate in publications and to create mechanisms for investigation and follow-up of European transnational corporations in LA, bringing a clarified, critic and controlled action. This framework proposes a meeting between the EL and the Forum of São Paulo, at the end of 2010 or early 2011 in Greece or any other country of the Balkan area.
10. Within the framework of the 20th meeting of the Forum of Sao Paulo, in Buenos Aires, from 17 to 20 August, to organize a bilateral meeting of EL Forum and other joint activities within the SF of USA, Americas and in particular within the framework of the WSF in Dakar 2011.
