1st) Express the refusal to the process of increasing aggressiveness and militarization that is taking place in Latin America (LA), mainly the so called “Plan Colombia” and “Plan Mérida”, that are the basic pieces in the pressure that the American imperialism tries to keep its hegemony, more and more unpopular and weak in LA. Latin America is advancing in the process of conquering more and more human rights, sovereignty, and the right to have a common policy in information, and also in opposing the aforementioned militarization, that comes not only from USA but also from the NATO, the Inter-American Treaty of Reciprocal Assistance (ITRA), and other agreements from the USA and the European Union (EU).

2nd)  Condemn the way the social fight and the socialist forces are being criminalized in several countries from LA such as Colombia, Perú, Mexico, following the interest of USA imperialism of jeopardizing any process of freedom and autonomy in LA.

3rd) Alert about the Bilateral Agreements that the EU tries to reach with several countries of LA that not only endangering the regional agreements in process in LA but searching  to impose the severe requisites of the multinationals, its patents, and its willingness to control the LA natural resources and to keep undue benefits of the oligopolies.

4th) Denounce the links between the LA oligarchies and the right wing forces in the EU as it has occurred in the recent Coup d’État in Honduras with a German Foundation.

5th) Express the firm and common position against the colonialism and in favour of the auto determination of the peoples in LA still under some kind of colonialism such as it happens in several Caribbean countries. In this sense we express our solidarity with the Haitian people and its difficult situation, due to the consequences of this colonialism.

6th) Adopt the compromise with the right of the peoples of LA to conquer a true democracy, representative, integral, participative, and at the same time an economic structure adjusted to the needs of the society, just, egalitarian, controlling their own resources and potentialities, with full human and social rights, and having an equal kind of relations with the EU and the rest of the world with reciprocal benefits.

At the same time we propose:

1)    To work with “Enlazando Alternativas” the Counter Summit in Madrid in 2010.

2)    To prepare different political initiatives in Geneva, Rome and Copenhagen

3)    To participate in October 2009 with the political initiatives in Colombia against the USA pressure and its threats against Ecuador, Cuba, Venezuela and the whole of LA.

4)    To attend the Social Forum for Democracy that will take place in Honduras and the one against militarization that will take place in Ecuador.

5)    To develop a coordinated press campaign dealing with the situation in Honduras and Colombia, with the claim to put an end to the blockade to Cuba, and the freedom for the 5 heroes, and the end for all the exiled and all the processes against the freedom fighters in LA.

6)    To assure the best possible informative coverage on the LA processes around the conquest of a new type of democracy, representative, participative, communitarian, including the human rights and the integrative process in LA, with the due social and citizens control on the national and infra-national authorities.

7)    To coordinate the efforts undergoing common research and proposing the different alternatives between the Political Foundations and Centres of Research linked to the SPF and Transform. From the EL side promoting all kinds of reciprocal invitations and seminars. Also to cooperate in publishing. And trying to carry on common research about the European trans-nationals enterprises that are in LA elucidating all kind of responsibilities, and promoting all different initiatives and control over these enterprises.

8)    Finally we agree on the need to assure the presence of European observers as the main issue about the reciprocal cooperation in the next electoral processes in LA and so to counter rest the influence and manoeuvres of USA against the desire of change that express the peoples of LA.

In order to guaranty all these agreements we adopt a linking mechanism, efficient and stable, between the SPF Secretariat, its regional secretaries, and the Executive Board of the EL.
