RESOLUTION APPROVED AT THE EL WOMEN’S CONFERENCE IN BARCELONA: QUOTAS NOW
It is a forceful and clear reality that women are still excluded of political power spheres. This power is masculine in its composition and patriarchal because it continues to develop as an area of domination over women.
Women’s rights and main streaming feminist policies will never be consolidated if power realms are not based on a real quota democracy. This means not only that its composition must be necessarily equal between men and women but also that those with political positions must be representatives of all citizens not just men.
It is necessary that women within the left parties develop an alliance in order to reinforce the common objective of applying quotas to decision making structures in the organisations and also that feminist political proposals go beyond a mere statement.
Externally, we must keep united with the feminist movement and the women’s organisations which we share common ideas with so that our demands regarding political and public participation may be supported by social movements.
We need the political expression of quotas as a way of showing our collective capability and will, as a way of doing politics.


RESOLUTION REGARDING THE GDP
This deals with introducing the quantification in financial terms of work done by women in the domestic sphere in the GDP so that an objective and quantified assessment appears in the national accounting and in the economic system. This is not meant to obtain a salary for women to stay at home but to reflect the social public expenditure saved by the State and how this amount could be invested in paying professionals to work in kindergartens, dining rooms, attending disabled or elderly people etc.

This proposal should not be contradictory or excluding of other ones that defend alternative indicators to GDP regarding social and economical development, as the Human Development Rate (HDR) proposed by the UN Program for Development.
The steps to follow if our goal is to promote this initiative should be: social mobilisation to put pressure on our governments and parliaments both in the national and European areas, agreements on this proposal among feminist organisations all over Europe and also within social, political and labour organisations to pursue an initiative in the European Parliament to urge the Council to change the European accounting system in the different States.


RESOLUTION IN FAVOUR OF WOMEN’S RIGHT TO DECIDE

The recent judicial proceedings and police measures against women accused of abortion reveal how the right to interrupt non wanted pregnancies is considered as a crime. The persecution and outrage suffered by many women constitutes a threat for all women’s right to self determination over our own bodies.
What is happening reminds us of dark times and we believe a strong and immediate response from the different public powers is needed in order to preserve women’s freedom. These facts, as well as the threats women are suffering from anti-abortion organizations and the physical and verbal aggressions towards professionals working in clinics for the voluntary interruption of pregnancies, are due to a violent campaign organized by conservative and religious fundamentalist sectors. The last expression of this are the inspections of clinics carried out by the Civil Guards (Guardia Civil) and the most reactionary judges even against prior judicial decisions. Women and sanitary workers have been submitted to interrogation without any trial guarantees and with no respect for the right to privacy which are basic in a democratic State.
These aggressions are taking place because the different Spanish governments have not coped with abortion as women’s basic right to decide. The fascist ideology of the Popular Party (PP) and the alliance between the Socialist Party (PSOE) and the conservative sectors and the Church have allowed this to happen.
In other European countries as Lithuania, Poland, and Italy there are also attacks and involutions in this matter.
Women strongly oppose the fact that accusations are being solved in a judicial way. We want our right to decide to be protected so that we shall never go through these situations again.
We demand:

  • The abolition in Spain of the present Law and its substitution by a “Timing” Law which must guarantee the right to free abortion within the public health system as well as the total decriminalization of abortion so it is no more considered a crime in the Penal Code.  Decriminalization an a “Timing” Law in all Europe.
  • Measures to ensure sexual education at schools and the access to contraception in all Europe including emergency contraception covered by the public health system.
  • Sexual education European campaigns for young people in order to prevent non wanted pregnancies.
  • The immediate closing of files containing police and judicial proceedings opened against women and sanitary workers.
