All and all mobilized: the “First employment Contract” will not pass!

The CPE, “First employment Contract”, is massively rejected in the country. It is rejected by the very present young people in the parades almost everywhere in France . It is rejected by the employees, of the public as the private, who strikingly increased their participation in the movements and in the demonstrations with regard to the previous day of February 7th.

The successful mobilization puts in check the policy of the accomplished fact led by the government. The adoption at the charge of the bill on full school holidays was supposed to kill the movement at the root. The scale of demonstrations shows that this attempt of intimidation failed. The representatives and the senators of the majority UMP who acted in clodhoppers of the government are denied.

Young pupils and students, employees, syndicates, left parties are decided to maintain the pressure up to the retreat of the CPE. Throughout the past month, the mobilization was growing. The vote of the project did not dissuade them from amplifying it still.

The right tries to accredit the idea that no alternative policy to the CPE. Then, this horrible project would be by default, the only substitute to the unemployment of the young people. Nothing is more false.

The communists carry propositions in break with the politics of precarisation and of overexploitation of the young people:

Objective: to secure the passage of the young people to stable employment in a way such as the employment of the other employees is consolidated: with a contract of reassurance employment - training of indefinite duration fitting into an institutional framework. It would contain two sections:

A ‘training – insertion section’, more or less mattering according to diplomas and qualification of the interested. It would be included in a control with the cooperation of the AFPA, of the public service of the life-long learning and the work inspectorate.

A ‘employment section’ with a work paid to the same rate of hourly pay as the other employees of the same qualification and the same post.

The financing would not lean on declines of national insurance contributions of the employer urging to reduce "wage costs". Besides the public financing and the takings for the training, it  would lean on an incentive by the credit: its interest rate would be lowered all the more as it would serve for financing investments scheduling more jobs and trainings with national and regional Capital. Important obligations towards employment of the young will be imposed on companies./span>

Those who would not respect them would be punished, notably by a taking contributing to finance the training - insertion section of this new device.

This device in favour of the young people would be inserted in a set of ambitious measures intended to secure employment or training for all and containing in particular:

The upper limit of the interims and FIXED-TERM CONTRACT in 5 % of the workforce of every company and the progressive conversion of the precarious jobs in stable jobs;

The continuation of the reduction of working time by overruling the ‘Fillon law’ and revising the ‘Aubry laws’ to allow the creation of numerous jobs: supervised supplementary hours, abolition of the fixed package days and the annualization. Aimed of the 32 hours:

· right to reinstatement in case of unfair dismissal, the employer must prove the motives for dismissal.

· double the means for vocational training

· general increase of salaries and Minimum wage at 1500 € to revitalize demand and thus provoke job creation.

· enlarge powers and of decision of the Factory committees on questions related to employment.
