THE EUROPEAN COMMISSION BLOCKS THE CITIZENS’ INITIATIVE - LET’S REACT!

The crisis reaches a critical point in Europe. The more countries practice their politics of austerity the crisis is worse. The economic treaty imposed without any debate, neither popular referendum condemns those countries which confirmed it to a permanent austerity and to leave their budgetary sovereignty. How critical must be the unemployment, poverty and recession until the national and also European decision-makers of these policies recognize that they are leading the euro zone and the European Union towards the abysm?

Against this situation and by picking up a proposal from the Party of the european left, a committee of 7 european citizens (political, syndicalist, associative and cultural public figures) have decided to use the european citizens’ initiative procedure to promote the creation of a new institution: a public bank which mission would be to fund projects which aim is creating employment, which are socially useful and which help the promotion of public services and the defense of the environment.
By blocking this initiative, the commission has just demonstrated its disdain towards the citizens’ participation for the construction of Europe.
Why has Brussels said “NO”?
Dogmatism destroys the innovation
This initiative proposal, a part from its mission on funding the social, ecological and solidary development, its democratically function by involving government employees, economical figures and syndical representatives, and its way of financing through taxes on financial transactions, it would imply a contribution to the European budget through economic loans from the european central Bank, which would be able to use its power to create money so this European public bank would represent an innovative key which is also susceptible to give a concrete and progressive answer to the crisis.

There is no legal basis for innovation

The request of the 7 ambassadors respected the required criterions and it was based on the “objectives of the EU” which are officially announced “fighting against the social exclusion (…) the justice and the social protection (and) solidarity of the member Estates” (article 3; paragraph 3 TUE) in response to this, what does the Commission reply? “It should be highlighted that this legal regulation, by itself, does not confer any power to the institutions to adopt legal acts” it means: the European treat proposes “objectives of the EU” which apparently are commendable but it hampers institutions to do it.

There is no alternative! This torment based on austerity and economical discipline is the only future

The commission from Brussels goes beyond that and involuntarily reveals how a social and solidary proposal is out from the official doctrine of the current UE. The Commission manifests: “the main objective of the initiative you have proposed, is the creation of a bank which would facilitate public expenses in certain fields and allowing the member states to borrow the needed funds with very low taxes. The proposal also considers as an objective to encourage a sense of solidarity towards those members with difficulties” and as well, allowing to the states involved to “not to be subjected to the profitability requirements of financial markets” this means, the Commission perfectly understood our objective.
Moreover, they add “the Commission considers that there is no juridical act in the treaties which allows presenting the proposal of a juridical act which establishes an organism of these characteristics”. This is clear: citizens’ democracy is not welcome except if it expresses the official positions or if it rejects solidarity.

LET’S ACT CITIZENS!

The whole European citizenship must be the one who have to take their own future; the future of their countries and the future of Europe.The idea of the European public bank remains as a concrete and efficient proposal to answer to the challenges of an effective growth, for men and women workers and also for the planet.
The official procedures do not let us do it. We have many resources to carry out this demand in an European level and in our countries. We won’t desert it!
