Decisions of the first meeting of the EL Executive Board, July 10-11, 2004 in Berlin /span> /span>

After the foundation congress of the Party of the European  Left and the elections to the European Parliament on June  13th, 2004 the EL Executive Board puts into the centre  of its work the setting of the party’s political  work itself, the creation of the necessary prerequisites  as well as the launch of political initiatives and actions.
 Therefore it should include simultaneous working in the fields of

  • organization
  • communication
  • strategy
  • politics.

It is important that we work in these fields in a parallel  way – both according to the real interest of EL parties  to interfere into the social struggles in the EU and its  member countries and considering the material and financial  abilities of the participating parties.

The work of the EL Executive Board is based on the following  principles:

  1. The Executive Board develops an effective cooperation  in the spirit of solidarity. For the main points of the  work schedule individual Board members will be charged  with responsibility.

  2. During the initial stage of its political work the  treasurer and the Council of chairpersons are requested  to consult and cooperate with the EL parties on all related  organizational and financial aspects.

  3. During that period EL parties are requested to take  responsibility for realizing political projects resp. working  tasks - either in the context of the policy of the EL in  general or in the context of specially formed working groups  (see attached draft Rules of procedure – Appendix  2). Responsible for the necessary feedback and transparency  of the work are the EB members in charge resp. the EL secretariat.

    Depending on the character of the tasks, other left-wing  parties should be invited to participate in the work. Naturally,  a closer cooperation with the GUE/NGL Group in the EP,  the NELF, the NGLA as well as with other interested parties  has to be taken into account.

  4. The political initiatives proposed by the EL are open  to all left-wing parties which are interested in them and  which agree in principal with the proposed ideas.

  3. Structures, organisational tasks - construction/organization  and communication/contacts

    1. Establishment of a working group of EL parties’ treasurers  / responsibles for finances for further work on financial  and other structural aspects of EL work; R.: Pedro Marset,  treasurer

    2. Further development of the EL webpage, public and  internet presentation, interactive internet forum, use  of mailing lists etc.

    3. Launch of and support to horizontally  working thematic working-groups, which should organize  themselves, aspects of direct cooperation and other aspects  of its mode of work; for example already existing: EL women's network

    4. Development and realization of close relations of  cooperation to the confederal parliamentary group of GUE/NGL  in the European Parliament. R.: Fausto Bertinotti

    5. Development of closer contacts and co-operation with  the Parliamentary groups of left-wing parties in the Parlamentarian  Assembly of the European Council
